Such grants are managed by the Program Coordinating Committee (PCC). They can be requested by either an entering student (on the registration form on the Program), and a regular student. The selection process consists essentially of a careful review of the transcripts and letters of recommendation. The maximum duration is 24 months for the Masters, and 48 months for the PhD.
In General Norms you will find the rules that grantees should abide to.
